Here's some things to try editing in your config.wtf file.
Find the "SET gxApi" line. Three options are "d3d9", "d3d9ex", "opengl". Try swapping them around.
There should be a "SET gxFixLag "0"" line, change the 0 to 1.
Find "SET gxMultisampleQuality "x"" and replace x with 0. This will lower your antialiasing but you can always re-enable it after you confirm its not causing the problem.
Find the "SET particleDensity "x"" line and lower the number, in mine it's around 0.1.
Also, what version of Windows are you using, and are you using fullscreen or fullscreen window mode?

Hey sorry haven't been on here for a couple days. I am using Vista 64 bit or whatever. I was able to change all the other things you said except for the very first one...it is not listed for some reason...i triple checked. Also I play in windowed mode.

You can add a line if it's not listed.
I have no idea what the default value is, but try:
SET gxApi "d3d9x"
first, and then try opengl and then regular d3d9.
